WOMEN'S SOCCER
North west Indiana Women's Soccer League (NWIWSL) is affiliated
with Indiana State Soccer Association (ISSA) and USSF. NWIWSL written
rules and regulations (approved 8/15/94) were reviewed with NISAR
referees at the NWIWSL meeting 8/14/94. The rules and league
interpretations (in parentheses) prior to any NWISL game assignment.
Consistent enforcement of these rules by NISAR referees is necessary.
Rule 1 -
Registration: NWIWSL is women's over 30 division, with no more than 4
team members under 30 at least 25, of first game of season.
Rule 2 -
Transfers: A player may only play on one NWIWSL team.
Rule 3 - Rules of
Play:
A. Use FIFA laws of the game (USSF edition) except
where noted below.
B. No slide tackling. (Slide tackling is leaving your feet to drop
the ground to play the ball). This also includes leaving your feet, and
supporting yourself on our hand(s), and playing the ball with extended
leg(s). There is no automatic yellow card. Extent of penalty assessed is
the judgement of the referee. It could be as little as an IFK for
dangerous play to DFK for kicking/tripping. A yellow or red card could
also be issued depending on extent of foul play or violent conduct.
C. Substitution on own thrown in and any goal kick. No substitute
on corner kick.
Either team can substitute on yellow/red card stoppage in play or during
injury. Team can also substitute after a goal of start of any quarter.
Unlimited substitution is allowed. Substitution to take place at mid
field. Referee should wait until leaving player has completely left the
field before calling on substitute. Substitute must wait until called on
before entering the field.
D. Players allowed to protect their chest, but referee is to use
discretion to determine of movement constitutes handball.
E. A team must field 7 players. (can start with minimum of 7, must
always have minimum of 7 players to continue play.)
F. No overtime in regular season, may be allowed in tournament.
G. Game is four (4) twenty-minute quarters, 5 min between
quarters, and 10 min between halves. (There is 15 min grace period for
late start due to less than 7 players on a team being initially present.)

Season Games
D.1. Weather conditions-Majority of referee and both team
reps decide as to whether field is playable. If unplayable, ref is paid
for show up fee, which is half of standard fee. (Referee has final say as
to delay of termination of play do to safety during inclement of weather.
Referee is paid at the game, half fee by each team. It is recommended
that referee be paid before game, at time team gives ref their playing
cards.)
H. Teams fill out referee evaluation form and home team submits
with game sheet. (Game sheet filled out by referee at end of game, giving
one copy to visiting team, and original and remaining copy to home team,
who will then send original copy to league. Misconduct and final score
must be documented…individual scores must be documented…individual
scoring does not have to be completed by referee. No player card, no
play. Referee collects player card at beginning of game, and returns them
to the teams after the game, except for players receiving red cards.
Players cards for players receiving red cards are not returned to the
teams, but turn in to the home team with the game sheet for transmittal
to the league…see rule #9.

Rule 6 - Uniforms:
Uniform code includes: Shin guards, fully
covered with socks, no jewelry, matched shirts with numbers, head bands
allowed, soccer shoes. If conflict colors, home team changes to different
color uniform. (It is permissible for teams to Ave. same color socks.
Cast and Braces can be worn, provided they are sufficiently covered with
padding to make them non dangerous in the opinion of the referee.)

Rule: Can't protest "judgement" call of referee or linesman.
Rule 9 - Red Card
Policy:
If red card situation, Ref pulls player card
and gives to home team Rep with
game sheet at end of game. The player name of team and number and offense
are documented properly on game sheet. (According to FIFA, YELLOW CARD,
are issued for
1)Failing to respect required distance 2)
Entering the field without referee permission 3) Dissent 4) Deliberately
leaves field without referee permission 5) Delaying the restart 6)
Unsporting behavior 7) Persistant infringement of laws
RED cards are issued for 1) Violent Conduct
2)Serious Foul Play, 3) Offensive, Abusive, insulting language, 4) Second
Caution (2nd yellow card=Red Card) 5) Spitting at an opponent or any
other person 6) Denying Goal Scoring opportunity by means of offense 7) Denying
Goal Scoring opportunity by means of handling the ball.
