Player IDs
No Card, No
Play, No Exceptions. If you want to allow a player to play without a valid
ID, you, as a referee, may be subject to forfeiture of pay for that game.
A second occurrence will result in
suspension for the remainder of the season.

Sweatpants
Allowed at all ages and levels.
|

Foreits
Minimum of seven
players required to begin the game. You may allow a 15 minute grace
period after the scheduled start. If a team falls short, the team present
will choose a player to put one ball into the net and the game is over.

Game Sheets
Mail game sheets
immediately(within 2 days). (As payment is made at the field by the
home team coach prior to the match. The referee is responsible for
sending in the game sheets. A pre-addressed envelope is attached to each
game sheet. Referee provides the stamp!!)

Pregame Procedures
Payment is to be made
to the center referee prior to the beginning of the match in the amounts
determined by the NWISL. For a game requiring a 3-man system the
coach shall pay the center referee and the registered assistants
individually. Due to a growing number of incidents during the
past seasons involving parents, coaches and referees, NWISL has
instituted a pre-game handshake and limited contact between teams
after the match.

Cancelling a Match
If conditions require
cancellation, i.e., if the field is declared unplayable by the
club rep prior to the beginning of the first match, the
cancellation applies to all games on the field that day. Player safety is the primary consideration. If the
first game is cancelled, notify your assigner as soon as possible. You
are to be paid for the first game for your trouble if you show up at the
field.
If a storm passes through after a match has begun and the referee deems
that the current game needs to be suspended or cancelled, subsequent
games are not necessarily cancelled. The conditions may change, e.g.,
lightning may leave the area, and the next match can be played as
scheduled. However, if the field at that point is pronounced unplayable
then the home team's coach is to contact the field rep ASAP so that the
teams to follow can be contacted to let them know that the field has been
declared unplayable and further matches for that day are
cancelled.

Postgame
Procedures
No person is allowed to confront a
referee following the match. The referee may stay on the pitch to complete his paperwork,
hand it to the coaches and take no further responsibility for off-field
conduct of coaches, players and/or spectactors. Referees who are
confronted while completing their paperwork on the field will retreat if
possible, leave the area if necessary, and make a report to NWISL and
his/her assigner as soon as practical.

Substitutes
You may substitute on
your own throw-in or either teams goal kick or following the scoring of a
goal. Also the opponent may substitute on an injury stoppage. No substitutes
on a corner kick.

No Shows
Failure to referee
games which you have accepted will result in administrative suspensions.
You must get to games on time. If teams do not show, notify your
assigner. You will be paid for one game.

Injury
If a player is attended on the field, he must be subbed(including
keeper). If, in the opinion of the referee, the player has been knocked unconscious, he may not return to the match.

Assistant Referees
If you have
assistants, club or registerer, use them. Do
not ignore them. This will make you job easier and result in a
better game for the players. (Reminder: club linesman are only there to
provide information about in and out of touch!)

Yellow
Card
Player must be substituted until next opportunity.
(Game will not be abandoned for insufficient players.) Make
notation on game sheet and back of players card. If 3rd (or multiple of
3) yellow card, send in card with game sheet.

Tournament
Overtime
Two five minute periods,
no break in between. If still tied standard FIFA shootout decides the
match.
|
|
Red Card
Report
and player ID card must be sent in with game sheet. Fighting, serious foul play,
or subsequent players involved in an altercation must be red carded and the reason shown on
the report. (Cards may be shown to coaches in NWISL when appropriate including
dismissal from the match.)
